John Yokley

President and CEO

John Yokley is the President and CEO of Progressive Technology Federal Systems Inc. (PTFS Inc.) located in Bethesda, Maryland. Mr. Yokley has over 25 years’ experience in the field of engineering management and information technology consulting for government and industry. Mr. Yokley established PTFS in 1995 to service federal government clients who require content management solutions, digitization services, and systems integration services, as well as professional and technical support services, primarily in the library science domain. Under Mr. Yokley’s leadership, PTFS has launched many successful vertical market strategies as well as software products.

More recently, Mr. Yokley has spearheaded several initiatives including enhancements to PTFS’ ArchivalWare product to provide a more efficient semi-automated declassification method; and the integration of ArchivalWare with Open Source ILS software to provide a true Digital Library System (DLS) capable of managing physical as well as electronic materials to include digital documents, photographs, digital video, e-books, etc. This turn-key application will prove to be a very timely tool to allow patrons of special, academic and public libraries the ability to search and manage bibliographic catalog records as well as digital object metadata for the retrieval of electronic files. In the 80's, Mr. Yokley worked closely with several military initiatives and built computer based simulators and trainers for military application. He later served as the Director for Business Development at Kestrel Associates, Inc., where he developed and delivered engineering strategies and solutions. Mr. Yokley is a graduate from the University of Maryland with a Bachelor of Science in Engineering (1980) and from the George Washington University with a Masters in Engineering Administration (1985).

Dan Quinn

VP, Sales and Marketing

Dan Quinn is currently the VP, Sales & Marketing for PTFS, Inc. where he has led the firm's sales, marketing, and business development activities for four years. PTFS provides digitization services, turnkey content management solutions, and IT/library staff augmentation. Dan has been instrumental in developing infrastructures and expanding product and service offerings that has allowed the firm to penetrate markets in the defense and intelligence communities. Recent notable clients include Carnegie Mellon University, the Office of the Secretary of Defense, and the National Geospatial-Intelligence Agency. Dan brings more than 30 years' experience as a seasoned sales and marketing executive with a successful track record in business development in industries such as energy, information technology, utilities, and chemical, and in corporations with an extensive global reach. His involvement spans from start-ups to growth, to more mature organizations-with budgets ranging from $2M - $2B.

Dan also served as an energy subject matter expert for Cap Gemini Ernst & Young (CGE&Y) and developed service line offerings for the energy, chemical, and utility industries. Specifically, Dan supported and helped structure the sales and delivery of two large B2B marketplaces: Elemica for the chemical industry and Enporion for the utility industry. Previous to this, Dan held 20 different positions spanning a 22-year career at Mobil Oil. Dan worked cross-functionally in the upstream, downstream and midstream business in most enclaves of the world, supporting disciplines such as operations, sales and marketing, global procurement and strategic sourcing, trading, analysis, a variety of supply chain activities, and eBusiness. Dan has a B.S. in Chemistry from Bates College, Lewiston, Maine, and an MBA in Finance and Economics from Lehigh University in Pennsylvania.

Brett Smith

VP, Engineering and IT

Mr. Smith manages two PTFS business units including PTFS’ digital archiving product development team and systems integration team. He also serves as project manger for PTFS’ subcontract in the Government Printing Office’s (GPO) FDsys program.

Mr. Smith is a technology professional with almost 20 years of experience in the industry. He is a certified Project Management Professional who combines high-level program management experience with a background in hands-on software development. Most recently, he served as Program Manager and Technical Manager for General Dynamics in Arlington, VA. Before this, he held a position as a Senior Member of the technical staff at Lambda Optical Systems in Reston, VA. He also served as Vice President and Software Consultant at TCP, Inc. in Wake Forest, NC. Mr. Smith holds a Bachelor of Science in Electrical Engineering from West Virginia University and a Masters of Science in Computer Engineering from North Carolina State University.

Anthony Berkant

Chief Financial Officer

Anthony J. Berkant is the Chief Financial Officer. Mr. Berkant directs PTFS’ finance department and manages all corporate overhead functions. Mr. Berkant is well qualified and brings significant experience in budgeting, financial analysis, internal management reporting, strategic planning, mergers and acquisitions, and international accounting and reporting.

Mr. Berkant has extensive experience and most recently was the Vice President of Finance and Administration for Lincoln Group in Washington D.C. Before this, he worked as the Chief Financial Officer for Wilson/Bennett Company LLC. He also held positions of Chief Financial Officer for Strategic Advisors, LLC and Controller for Accelera Corp. He holds a B.S. in Accounting from Wilkes University and became a Maryland Certified Public Accountant in 1977.
